Position Summary

Under limited supervision, this position completes advanced Human Resources tasks. This position administers a variety of HR related programs such as the benefit programs, recruiting processes, New Hire Orientations, and the Wellness Program, and provides a broad range of HR services in support of the District’s Strategic Plan.

Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:

 Assists in the administration of the multi-tiered employee benefits programs including plans that are part of the Central Washington PUDs Unified Insurance Plan, group plans, and voluntary plans such as health, life, dental, vision, Section 125 programs, HRA programs, AD&D, and Retiree Insurance Programs; assists with benefit billing and enrollment review, processing, and auditing.

Prepares and conducts open enrollment for benefits programs; disburses and administers open enrollment benefit materials; organizes annual benefit fairs; researches, analyzes, and recommends changes and updates in benefit program design and contract provisions; and Alternate Trustee to CWPU/UIP program.

Reviews and updates benefits materials necessary for changes in providers, laws, etc.; distributes pertinent information to the appropriate parties in compliance with policies and procedures; monitors ACA requirements and assisting with utility compliance including reporting for Minimum Essential Coverage, Employer Shared Responsibility, and PCORI fees.

Coordinates retirement plan, handles applications, and processes terminations; demonstrates proficient knowledge of all benefit information and communicates effectively to employees regarding programs and benefits; administers the District’s 401(a) and 45(b) plans in accordance with laws and Grant PUD’s policies; participates on Retirement Plan Investment Committee by coordinating and attending quarterly meetings and assisting with member communication efforts.

Schedules initial candidate screenings and assessments; effectively communicates benefit programs and policies with new employees; coordinates and administers retirement plan application and termination; responds to employee and retiree benefit questions, interfaces with third party administrators to resolve insurance questions, and provides guidance on plan documents and internal policies.

Designs and coordinates employment advertising; coordinates interviews, obtains all background checks, and conducts pre-employment testing; coordinates the District’s recruitment activities in compliance with state and federal laws, District policies and procedures, and the Collective Bargaining Agreement.

May facilitate and coordinate District wide training for a variety of HR related topics such as benefits, leave, compensation, retirement, and other programs. Acts as subject matter expert in the utility’s wellness program.

Interprets human resources policies and procedures; may assist in the development and editing of HR related policies and procedures; educates employees and managers on policy and legal compliance.

Coordinates and facilitates the new hire orientation program; able to perform various new hire tasks including assisting with duties for HRIS, audit of data entry, benefits, compensation, recruiting, and verification of employment.

Initiates and generates contract/purchase orders with the procurement department; implements follow up to ensure proper execution and approval of monthly payments and processing.

Actively participate in all aspects of Grant PUD’s safety program, including but not limited to:

  • Following all safety policies and procedures;
  • Alerting supervisors and coworkers to unsafe or hazardous working conditions;
  • Reporting any safety incidents or close calls within 24 hours to your supervisor; and
  • Accepting feedback from supervisors and coworkers regarding your own safety performance.

Understands and adheres to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.

Job Requirements

Educational Requirements

Bachelor’s degree in Human Resources, Human Relations, or related field. Must possess a well-rounded knowledge of all HR processes and be experienced in many HR disciplines. Minimum 5 years’ experience is required in human resources field including employee and labor relations, compensation, and EEO/ADA(AA).

Knowledge and Skills

Knowledge of – HR organizational practices, policies, and procedures relating to all aspects of human resources practices; hiring principles and employment laws; mandatory benefits, benefits plans, and group insurance policies; comprehensive knowledge of District policies, procedures, and Collective Bargaining Agreements.

Skill in – Communicating clearly and concisely, verbally and in writing; demonstrating leadership and ability to handle interpersonal relations with confidence; offering counsel and understanding of HR principles and policies; organizing documents, organizing events, meeting minutes, and other large volumes of information; typing and entering data with speed and accuracy; utilizing MS office products; handling private matters confidentially.

Special Requirements

A valid State driver’s license is required. Senior Professional in Human Resources, Certified Benefits Professional, or related certifications are desirable.

Physical Requirements

Majority of work is performed in a standard office setting.
